Granite, Cold Water, and the Colony That Shouldn't Be Here
The African penguin is a seabird that nests almost exclusively on offshore islands — Dassen, Robben, Bird, Dyer, St Croix — where distance from the mainland keeps caracals and domestic dogs at bay. Boulders Beach broke that rule. In 1983 a pair was noticed on Foxy Beach at the southern end of Simon's Town, and they began laying around 1985. By 1997 the colony had grown to roughly 2,350 adults, expanding at about 60 percent a year, swollen by birds immigrating from the struggling Dyer Island population. It is now the only established mainland breeding colony of the African penguin in Africa, and the reason it exists at this particular shore — and nowhere else along kilometres of adjacent coastline — comes down to geology.
The Rocks That Made the Colony Possible
The boulders are not decorative. They are the physical explanation for why penguins settled here. The Cape Peninsula is a single granite batholith, one of the Cape Granite Suite that intruded through older Malmesbury shales between roughly 550 and 515 million years ago as the Adamastor oceanic crust subducted beneath Africa. The result is coarse-grained granite characterised by large white feldspar crystals, black mica, and grey quartz — hard rock, resistant to erosion, exposed at Boulders after millions of years of overlying material being stripped away.
Where the granite meets the sea at Foxy Beach and the adjacent Boulders cove, it has been rounded and sculpted into massive blocks by wave action and chemical weathering over geological timescales. Those blocks break the southeasterly swell — the Cape's dominant and often violent summer wind — into multiple small coves and sheltered inlets. The water between them is calm enough for penguins to haul out, dry off, and nest without fighting surf. The rock faces themselves provide shade, nesting crevices, and thermal mass that moderates the summer heat of exposed sand. For a species that digs burrows or shelters under vegetation and boulders rather than building elevated nests, Boulders is close to ideal: defensible ground, broken topography, and a shore that stays navigable when the open coast is running rough.
False Bay Water and What Feeds the Colony
Boulders sits on the False Bay shore, not the Atlantic Seaboard side of the peninsula, and the distinction matters biologically. The Benguela Current — a cold, northward-flowing upwelling system driven by Atlantic trade winds — keeps the Atlantic Seaboard sea temperatures typically below 15°C year-round. False Bay receives a mixture of that cold Benguela water and warmer Indian Ocean water carried down the eastern coast by the Agulhas Current, resulting in summer surface temperatures of roughly 17°C to 21°C, noticeably warmer than the Atlantic side a few kilometres across the peninsula. The sheltered coves at Boulders trap additional heat, which is why visitors swim here while avoiding the Atlantic beaches.
For the penguins, what matters is not the temperature itself but what the Benguela upwelling does farther offshore: it drives the explosive productivity of the southern Benguela ecosystem, fuelling blooms of phytoplankton that sustain dense shoals of sardines and anchovies. African penguins feed almost exclusively on these small, oily pelagic fish, diving from the surface in bursts that typically reach 30 to 60 metres, propelling themselves with wings that evolution converted from flight surfaces into stiff, flipper-like paddles. A breeding adult at Boulders will commute tens of kilometres into False Bay on a foraging trip, then return to relieve its partner on the nest. The colony's viability depends entirely on whether enough fish are within range — a fact that has become the central catastrophe of the species' decline.
The Biology of the Colony: Breeding, Moulting, and the Bray
African penguins are monogamous and, once a bond is formed, tend to return to the same partner and the same nesting site year after year. At Boulders the peak breeding season runs roughly March through May. Pairs incubate two eggs under bushes, in depressions beneath the granite, or in man-made fibreglass nest boxes the park has installed to supplement natural sites. The incubation shift lasts about a day at a time; both parents share it. From the boardwalk you watch the handover — the arriving bird calling before it reaches the nest, the sitting bird answering, and then the unhurried exchange of a job neither can do alone.
The call that gives the species its older common name, jackass penguin, is a loud donkey-like bray that carries across the colony at dawn and dusk. Researchers have identified three distinct vocalisations: the display bray, used to attract mates and reinforce pair bonds; the yell, for territorial defence against neighbouring birds; and the haw, a softer call exchanged when one partner is on land and the other is returning from the water. At Boulders, standing on the Foxy Beach boardwalk in early morning before the tour buses arrive, the sound is more donkey paddock than wildlife reserve.
Once a year each bird undergoes the catastrophic moult — a roughly three-week period when the entire plumage is shed and regrown simultaneously. During the moult the bird cannot enter the water at all: old feathers compromised the insulation and waterproofing that makes diving possible, and until new feathers are fully grown, the penguin simply stands ashore and fasts. African penguins lose 40 to 50 percent of their pre-moult body mass over this period, which is why the weeks before moulting are spent in intensive foraging to build reserves. Moulting birds at Boulders stand on the sand looking scruffy and miserable, feathers peeling, visibly thinner — one of the more honest displays of biological cost you will see at any beach.
Other Wildlife: Dassies, Seabirds, and the Occasional Otter
The penguins draw the attention, but the granite supports other species as well. Rock hyrax — known locally as dassies — are a constant presence on the boulder faces and along the colony perimeter. Dassies are rabbit-sized mammals, the closest living relatives of elephants despite looking nothing like them, and they exploit exactly the same qualities in the granite that draw the penguins: crevices for shelter, flat surfaces for thermoregulation, and defensible terrain. They sit motionless on the rocks in the morning sun warming themselves, scatter into cracks at any disturbance, and reappear within minutes. A colony of dassies and a colony of penguins occupy the same ground in functional indifference to each other.
Cape cormorants, white-breasted cormorants, and kelp gulls move through regularly; the gulls are opportunists around any colony where eggs and chicks are accessible. Otters have been observed in the coves occasionally, though sightings are infrequent and unpredictable. The surrounding fynbos — the extraordinarily species-rich shrubland of the Cape Floristic Region, itself a UNESCO World Heritage landscape — comes down to the colony's edge, and the birds nest under the low, dense scrub at Foxy Beach as they would under natural vegetation on an offshore island.
The Conservation Frame: A Colony at the End of a Decline
Boulders is managed as part of Table Mountain National Park under South African National Parks (SANParks). Entry is a conservation fee — 215 rand for an international adult and 50 rand for a South African adult in the 2024-25 season — and the money funds the boardwalks, fencing, and colony management. The boardwalks at Foxy Beach were built in the late 1990s after the expanding colony spread into Simon's Town residents' gardens: the fences and raised walkways were as much about containing the birds and managing community complaints as they were about enabling tourism. The colony still loses birds to caracal, genets, and domestic dogs and cats that move through from the town; dog attacks still make local news.
Over 650,000 people visit the colony per year, making it one of the highest-revenue SANParks sites. What those visitors are seeing is a species in steep, measurable collapse. The mid-1950s breeding population was around 141,000 pairs; by 2023 it had fallen to roughly 9,900 pairs, a decline of more than 77 percent in three decades. The IUCN uplisted the African penguin from Endangered to Critically Endangered in October 2024. Researchers writing in the journal Ostrich in 2024 warned the species could be functionally extinct in the wild around 2035 if the trajectory holds.
The principal driver is prey depletion. Commercial purse-seine fishing for sardines and anchovies in the Benguela system has reduced the fish stocks that penguins evolved to rely on, and climate-driven shifts in prey distribution have moved shoals away from traditional foraging grounds. A court-endorsed settlement in 2024 closed commercial sardine and anchovy fishing within roughly 20 kilometres of six key African penguin colonies through at least 2033. Boulders itself is buffered more by the existing trawling restrictions in False Bay than by any guarantee of recovery from the fishing closures, which target the major island colonies to the north.
The granite at Boulders is unchanged from what it was 540 million years ago. The penguins that shelter against it are an emergency species — not a stable population in a healthy ecosystem, but the last visible remnant of a community that once numbered in the millions. Boulders is a place to see the African penguin up close precisely because it is running out of places to be.
